Family Beach and Port Beach

The Port Authority of Guam manages both Family Beach and Port Beach, which are available for public enjoyment and permitted use for gatherings, recreational activities, and approved overnight camping.

These areas are intended to provide accessible community spaces while ensuring safe, fair, and responsible use through a structured permit process.

Hours of Operation

Both Family Beach and Port Beach are open daily from 8:00 a.m. to 6:00 p.m.

 

When a Permit is Required

A permit is required for:

  • Organized gatherings or group events
  • Use of canopies, tents, or equipment
  • Overnight camping (by approval only)
  • Private use of Port Beach

Casual public use at Family Beach without setup does not require a permit.

 

Locations:

Family Beach

  • Four designated beach-side areas (A–D)
  • Areas are unassigned and first-come, first-served on the approved date
  • Limited overnight camping (permit required; limited nightly approvals)
  • Rinse-off area located at Area C
  • No utilities available (users must provide their own)

 

Port Beach

  • Gated access for private gatherings
  • On-site bathroom and shower facilities
  • Power and water available (metered and may incur additional cost)
  • Overnight camping allowed by permit

 

Permit Fees and Deposits

  • Daily use fee (Family Beach): $15.00
  • Daily use fee (Port Beach): $15.00
  • Cleaning deposit:
    • $50.00 (1–50 persons)
    • $100.00 (Family Beach 51+ persons)
    • $75.00 (Port Beach 51+ persons)

Cleaning deposits are refundable upon satisfactory inspection after use.

 

How to Obtain a Permit

  • Complete the Beach Permit Application form.
  • Submit via email to commercial@portofguam.com.
  • Commercial Division confirms availability.
  • Payment is made at the Port Authority Administration Building (1st Floor).
  • Permit is issued upon payment confirmation.

Please note: Reservations are not guaranteed until payment is completed.

 

Rules and Guidelines (Summary)

  • No lifeguard on duty
  • No launching of boats or jet skis (authorized launching at Seaplane Ramp only)
  • Canopies/tents not allowed directly on the beachfront
  • Roadways must remain clear for emergency access
  • No damage to trees, vegetation, or nearby facilities
  • All trash must be removed upon departure
  • Permits are non-transferable
  • Refunds only issued if cancelled at least two (2) business days in advance
